Cameroon – Teachers’ union demands: Here are the resolutions of the meeting in Yaounde that could not prevent the strike in Bamenda
The first meeting of the interministerial committee was held last Friday at the Ministry of Higher Education. It lasted seven hours and resulted in a number of resolutions, the main ones being the following.
1- Admission of students to universities of Anglo-Saxon tradition
In accordance with Article 1 paragraph 3 of the Constitution, which prescribes bilingualism throughout the territory, the only constraint for admission of a student to an institution belonging to these universities is to fulfill the conditions of admission required By the texts in force. In addition, in order to facilitate access to Anglo-Saxon-speaking universities for Francophone students and vice versa, the Committee recommends that the Rectors and Vice-Chancellors of State Universities reinforce the programs of student capacitation in the two official languages.
2- Representation of Anglophones in teaching and support staff positions
In the light of the reliable statistics available to the Ministry of Higher Education, the participants unanimously agreed that, with full autonomy, administrative and financial autonomy, the universities of Buea and Bamenda recruit teachers and Support staff from the two English-speaking regions, without excluding deserving Francophones.
3- Respect for the principle of regional balance
The Committee invites the community to strict observance of the Constitution which prescribes the bilingual character of the State and the national unity which requires that there be no HTTC and HTTTC Exclusively for nationals of a single region. In order to attract enough English-speaking candidates in certain subjects, particularly in mathematics, the participants recommend that an emphasis be placed on intensifying curricula, maximizing teacher training and raising awareness among parents and secondary school students.
4- Duration and diplomas of the technical and general education of the English subsystem of secondary education
The participants recognized the need to apply the provisions of article 16 of Law No. 98-004 of 4 April 1998 on the orientation of education in Cameroon, namely a first cycle of 2 years, culminating in diplomas Under the English-language subsystem.
5- Mutations of Anglophones in Francophone Schools
In accordance with the provisions of the general statute of the civil service, a new policy of mutations of the laureates of the teacher training colleges is being implemented at the Ministry of Secondary Education, with a view to rationalizing the said transfers. In pursuing the search for solutions to the problems of relevance which have been recognized, the Committee asks all members of the national educational community to calmly carry out their activities and to preserve a climate of peace and serenity in this respect. A crucial moment when our country is hosting a major continental sporting event.
